O novo Centro Cívico de Santa Cruz implanta-se num local privilegiado, com uma posição frontal e dominante sobre o mar. A planta circular do edifício remete para a ideia de comunidade, de espaço público, adoptando uma geometria agregadora e proporcionando ao mesmo tempo perspectivas estratégicas sobre a paisagem envolvente.
O edifício assume-se como um grande monólito, como parte das formações geológicas das arribas. A estrutura, espaço e acabamento são um único material: o próprio betão,  pigmentado em várias tonalidades estratificadas horizontalmente e cuja textura será a mistura desses tons com os vários inertes que compõem o betão, expondo uma imagem crua do material e que o torna mais próximo da sua origem: a rocha.
A organização interior faz-se numa disposição radial, estando o auditório localizado no núcleo do edifício, seguido de um "anel" intermédio que funciona como circuito de distribuição e, finalmente, os restantes espaços juntos ao perímetro exterior.

The new Santa Cruz Civic Center stands in a privileged spot, with a front and dominant position over the sea. The circular layout of the building refers to the idea of community, of public space, adopting an embracing geometry and enjoying strategic perspectives on the seascape.
The building is assumed as a great monolith, as part of the geology of the cliffs. The structure, space and finish are a single material: the concrete, colored in various shades horizontally stratified and whose finish is a mixture of the different aggregates, exposing a raw image of the material and making it more close to its origin: the rock.
The interior organization is made in a radial arrangement, with the auditorium located in the center of the building, followed by a "ring" which works as a distribution channel and, finally, the remaining spaces close to the outer perimeter.
